1. Grid access

Since the policy requires that the access voltage of distributed wind power projects shall not exceed 35kV, the distance relationship between the construction site of distributed wind power projects and the access point is greatly limited. 2. Capacity limitation

Guoneng Xinneng [2011] No. 374: “… encourage development enterprises to bundle wind turbines with multiple grid access points located in the same county into one project and agree to carry out preliminary work, handle relevant supporting documents, and conduct project approval and development and construction, the scale of a single bundling project does not exceed 50,000 kilowatts…”

Guoneng Xinneng [2017] No. 3 document: “…the upper limit of wind power capacity connected to a grid access point is premised on not affecting the safe operation of the grid, and the total access capacity of each voltage level is considered as a whole, and multi-point access is encouraged. . It is strictly forbidden to send electricity to voltage levels of 110 kV (66 kV) and above…”

The latest policy “Guoneng Xinneng [2017] No. 3″ does not stipulate the capacity of a single decentralized wind power project, but only requires that the upper limit of wind power capacity connected to a grid access point does not affect the safe operation of the grid. Therefore, the capacity of distributed wind power projects should be considered in an overall manner according to the grid conditions, load characteristics and absorption capacity of the construction site.

3. Resource situation

Considering the power generation and income of the decentralized project, it is believed that the planning and development of the decentralized wind power project can be carried out at the current stage when the wind speed is above 5.0~5.5m/s.

4. Centralized wind power

When selecting sites for decentralized wind power projects, centralized wind power projects that are already in operation, approved for plan, and under planning should be avoided. If it is adjacent to the above projects, the impact of the above projects on the decentralized wind power project should be considered.

V. Land Sensitive Factors

When selecting a site for a decentralized wind power project, it is necessary to avoid patchy sensitive areas such as basic farmland, forest land, minerals, protected areas, and scenic spots, and at the same time, pay attention to avoiding point-shaped sensitive areas such as military, cultural relics, and sites.
